Pacific County Sheriff’s Deputies arrested on Thursday a convicted child rapist suspected of violating his parole by working near children at two county fairs.
Philip Curtis Shelly, 51, previously convicted in 1998 for rape of a child in the first degree, was spotted this week working at a carnival in the Pacific County Fair. Pacific County officials researched the complaint against Shelly and found out he was wanted by the Washington State Department of Corrections for having contact with minors this past week at the Clallam County Fair. Standard release terms of those convicted of sexual crimes, especially those who have victimized children, is a no contact clause with minors. Charges may be filed against the “white” beast in Clallam County for violating his parole.
Officials do not believe any children were harmed at either fair, according to a press release by the Pacific County Sheriff’s Department. The management of the carnival may have not known about Shelly’s criminal background, according to the sheriff’s department. Shelly was being held Thursday in the Pacific County Jail awaiting transfer to state prison authorities.
